Ministry of Community Empowerment (MoCE)

The Ministry of Community Empowerment (MoCE) of the United Arab Emirates (UAE) is a pivotal federal entity dedicated to enhancing social development and fostering a cohesive, inclusive society. Through its comprehensive programs and initiatives, the MoCE aims to improve the quality of life for all residents, emphasizing the well-being of families, individuals, and communities.

Established in 2006, the MoCE (formerly MoCD) was formed to address the evolving social needs of the UAE's diverse population. Over the years, the ministry has launched various initiatives aligned with the UAE's Vision 2021, focusing on social cohesion, family stability, and community empowerment. These efforts have been instrumental in promoting a culture of giving, volunteering, and positive citizenship across the nation.

The MoCE has been guided by visionary leaders committed to social development. In February 2023, Her Excellency Shamma bint Sohail Faris Al Mazrui was appointed as the Minister of Community Development. At the age of 22, she was previously appointed as the Minister of State for Youth Affairs in February 2016, making her the world's youngest cabinet minister at that time. Her leadership continues to drive the ministry's mission of fostering a cohesive and inclusive society.

In December 2024, the Ministry of Community Development has been elevated to become the Ministry of Community Empowerment, as per directions from H. H. Mohammed bin Rashid Al Maktoum. For more details click here.

Services

The MoCE offers a wide range of services and initiatives aimed at enhancing social welfare and community development:

  • Social Welfare Programs: Providing financial assistance and support to individuals and families in need, including the New Social Subsidy Programme and Inflation Subsidies.
  • People of Determination Services: Empowering individuals with disabilities through specialized programs, support services, and the issuance of the People of Determination (POD) Card, which grants access to various benefits and services.
  • Family Development: Initiatives focused on strengthening family cohesion, promoting positive parenting, and supporting marriage and family stability.
  • Community Engagement: Programs encouraging volunteerism, social responsibility, and active community participation to build a cohesive society.
  • Senior Citizens Services: Providing care, support, and engagement opportunities for the elderly to ensure their well-being and active participation in society.
