H. H. Mohammed bin Rashid Al Maktoum
Sheikh Mohammed bin Rashid Al Maktoum, born on 15 July 1949, is an Emirati politician and royal who is the current ruler of Dubai He serves as the vice president and prime minister of the United Arab Emirates. He is known for overseeing the transformation of Dubai into a top business and tourism destination. He has also launched a number of government-owned enterprises including Emirates Airline, DP World, and the Jumeirah Group.
Sheikh Mohammed bin Rashid Al Maktoum has made significant contributions to support people of determination, also known as individuals with special needs. Here are some of his notable contributions:
Law on the Rights of People with Disabilities: In his capacity as the Ruler of Dubai, Sheikh Mohammed issued Law No. (3) of 2022 on the rights of people with disabilities in the Emirate of Dubai. This law seeks to ensure the inclusion and integration of people of determination into society and enable them to fully participate in all spheres of life. It sets forth the rights of people with disabilities and the services that relevant entities should provide them. These include inclusive education at every stage, rehabilitation, inclusive job opportunities in all sectors, and healthcare, therapeutic and social services.
Higher Committee to Protect the Rights of People of Determination: The law also creates a permanent committee named the ‘Higher Committee to Protect the Rights of People of Determination’. The Committee is tasked with supervising all affairs concerning people of determination in Dubai, implementing policies, plans and initiatives aimed at protecting their rights, and proposing legislations for protecting the rights of people with disabilities and integrating them into society.
Reporting System for Violations: The Law tasks the Community Development Authority in Dubai with developing a system to allow people with disabilities and their guardians to report any violations of their rights.
